Pahalgam terror attack: Need for strategic reassessment

The terror attack in Pahalgam, Kashmir on 22 April 2025 was not only a cowardly act but also pointed to a void in our security policy. At a time when the valley was relatively peaceful and Pakistan was being ignored at global forums, this attack raises many strategic questions.

Pakistan’s objective is clear – to divert public attention from the humiliation it has suffered in Balochistan, Khyber Pakhtunkhwa and the Afghan border and to spread instability in India.

This time it directly targeted tourism – the base on which the livelihood of the common Kashmiri is linked. The government’s policy of not seeing heavy security forces in tourist areas has now proved to be a complete failure.

The roadmap for success

It is now necessary that the government formulate a new policy and take the following steps:

Plan precise operations at platoon and company level

Small but effective groups should be formed which are focused on a particular area and can take immediate action on every suspicious activity. This should take the form of a surgical smart striking grid instead of a large action.

Establishment of a CoBRA-like unit for Kashmir

A special force like CoBRA (Commando Battalion for Resolute Action), which is prepared for long operations, inaccessible areas and night domination, should be deployed in the valley. The model of efficiency that CoBRA has shown in areas like Chhattisgarh should be brought here.

Re-establishment of CRPF STF like in 1989

When terrorism was at its peak in Kashmir, CRPF had formed STF (Special Task Force). At that time, this force had broken the back of terrorism on the ground. Now the government should take the same experienced officers in the role of strategic advisors.

Opinion of CRPF cadre officers should be taken at the policy level

It is unfortunate that the opinion of CRPF cadre officers are not taken before taking policy level decissions. Even if it is taken, it is not implemented. Unless the ground experience and practical understanding of CRPF is given priority in policy making, talk of lasting peace in the valley will remain a dream.

Clear strategy for a lasting solution

This attack reminds us once again that not mere statements, but clear policy and sustained action can bring a lasting solution.

The Pahalgam incident is a warning, a challenge and also an opportunity – an opportunity to gear up again, to connect the strategy with the ground, and to prove that India is capable of crushing any terrorist intention
