India-Canadian relations: tension in ahead?

Canadian Prime Minister Justin Trudeau’s allegations about Indian agencies’ involvement in the killing of Khalistani separatist leader Hardeep Singh Nijjar have heightened international tensions.

India has firmly denied the Canadian Prime Minister’s comments are unfounded and motivated. India categorically denied the Canadian Prime Minister’s charges of Indian agency involvement in Nijjar’s death, calling them “absurd and baseless”, putting Indo-Canada ties on a collision path.

These unsubstantiated claims exacerbate tensions, particularly within the violent Khalistani separatist movement. While India has the right to protect itself, a measured and calm response is recommended to avoid additional harm to bilateral ties and retribution.

Both nations have removed ambassadors, including intelligence agency station heads, in reaction to the diplomatic spat. The Indian Ministry of External Affairs (MEA) has issued a warning to Indian nationals and students in Canada. The warning expresses worry over politically sanctioned hate crimes and criminal violence, advising vigilance in the face of rising anti-India sentiment.

The advice cautions Indian students to take great caution due to the deteriorating security climate in Canada. India’s strong words contrast with Canada’s claim that the security situation is steady.

Before this occurrence, tensions between India and Canada over the political space offered to Khalistani separatists were boiling. The MEA emphasized these problems, claiming that unverified charges take attention away from the existence of Khalistani terrorists and extremists in Canada, who continue to pose a danger to India’s sovereignty and territorial integrity. Some countries of the Five Eyes intelligence partnership, notably the United States, Australia, and the United Kingdom, appear to provide implicit backing for the Canadian Prime Minister’s assertions. The US, on the other hand, has asked India to participate in the inquiry and guarantee openness. The Prime Minister of Australia has stated that security briefings within the Five Eyes group are not freely disclosed. The Foreign Secretary of the United Kingdom emphasized the significance of respecting sovereignty and the rule of law.

India has often requested Canadian authorities to take action against Khalistani separatist movement in their nation. In 2020, Indian security officials recognized Hardeep Singh Nijjar as a terrorist, and India requested his extradition in 2022. Despite Indian Prime Minister Modi’s attempts at the G20 Summit to address these issues, the Canadian government’s modest initiatives have worsened ties between the two countries.

This incident has far-reaching consequences. It has placed a pall on the death, and India is unlikely to cooperate in a joint probe. Further deterioration in India-Canada ties, including the possible recall of the High Commissioner, cannot be ruled out. The Canadian Prime Minister’s recent position on the Khalistani separatist movement might have far-reaching ramifications. The claims of Indian complicity in the death of Hardeep Singh Nijjar have already strained relations between the two countries. The perception of Canada’s backing for the Khalistani separatist movement may escalate tensions. The violent past of the Khalistani separatist movement raises fears about growing regional tensions. This Canadian government backing may hamper efforts to address delicate situations such as Kashmir. The Canadian government’s support may incite Khalistani militants, perhaps leading to an increase in bloodshed within India. Canada’s support for the Khalistani separatist movement may hurt the country’s global reputation as a supporter of human rights and the rule of law. It is vital to note that the Canadian government has not formally recognized the Khalistani separatist movement, despite recent words by Canadian Prime Minister Justin Trudeau that have been perceived as favourable. Furthermore, it is important emphasizing that the Khalistani separatist movement is a small and fringe group with little support among Sikhs in India or Canada.

Nonetheless, the negative implications of Canada’s perceived support for the movement continue to be considerable. Indian students wishing to study in Canada may experience difficulties, also Indians aspiring for a Canadian permanent residency. The local businesses won’t want to hire new employees of Indian origin and the ones migrated from India to keep away from the issue, as Pannun calls for the Indian Hindus to go back to India.

The scenario also makes it difficult for India’s external affairs agencies to carry out their missions abroad. Furthermore, regardless of its truth, India may require time to remove the idea that it conducts clandestine operations on the territory of non-adversarial states. States may also confront decisions if India wants their assistance in combating separatist and terrorist operations on their territory.

The Indian government has taken comprehensive and strategic measures to combat Khalistani terrorism effectively. These efforts include bolstering security in regions with substantial Sikh populations, conducting successful counterterrorism operations, enhancing intelligence capabilities, revoking the OCI (Overseas Citizens) card of listed supporters, asset confiscation, and engaging in international collaboration. These measures reflect India’s commitment to address the challenge of Khalistani extremism comprehensively and ensure the safety and security of its citizens while countering the influence of Khalistani extremist groups.

For numerous convincing reasons, Canadian Prime Minister Justin Trudeau should reassess his attitude toward the Khalistani separatist movement. This movement is violent and has taken the lives of innocent people. Its affiliation with Canada may exacerbate conflict in India and worsen the Kashmir situation. Furthermore, it might harm Canada’s standing as a global champion of human rights and the rule of law. Maintaining a good connection with India is economically and strategically important for Canada. Disrupting this connection over the Khalistani issue might have a negative impact on Canadian interests. Trudeau’s backing for the Khalistani separatist movement risks upsetting Canada’s powerful Indian diaspora, which might hurt his re-election chances. While the Canadian government has not formally recognized the movement, Trudeau’s recent words suggest that it does. To protect Canada’s, India’s, and regional stability, Trudeau should take a more neutral posture, encouraging dialogue and healing over allegiance to violence. This rebalancing would be beneficial to all parties concerned.
